I have the honour to transmit a copy of ex-

-tracts from the Intelligence Report for the September Quarter of

the Consulate-General at Canton.

The situation in Canton and its neiibourhood

continues satisfactory, but the brigandage in the KwangTung Pro-

-vince generally is widely spread, and at my request the Consul-

-General recently made representations to the Canton Government

regarding certain cases which occurred in close proximity to our

boundary near Sha Tau Kok in Mirs Bay. It is to be hoped that the

scheme outlined in the report will have good results, though it

can only be a temporary expedient.

In Hongkong there has recently been a marked

diminution in the amount of crime, and the average number of

prisoners in the Gaol has fallen from about 700 to about 630.

General Lung a short time ago sent through the

Consul-General a list of names of certain men whom he wished to have extradited or banished from Hongkong. It is significant of the effect of Sir Henry May's action in banising Chan Chik Ü and warn- -ing other sympathisers with the recent rising that most of the persons mentioned in the list have left the Colony, and that there is no evidence that any of them now use Hongkong as a base
